OTIF: Definition and Management

OTIF (On Time In Full) is a service-rate indicator that measures the share of orders delivered both on the promised date and in full. A delivery is only counted as successful if it meets both conditions at once: no delay, nothing missing. OTIF is the most honest measure of a promise kept to the customer, because it doesn't settle for half a success.

How OTIF is measured

OTIF combines two dimensions. The "On Time" part checks that the order arrives on the agreed date. The "In Full" part checks that it's complete — every line, every quantity. An order that's late but complete, or on time but incomplete, fails OTIF. It's this combined requirement that makes the indicator demanding: a service rate that looks good line by line can drop sharply once measured as OTIF.

Managing OTIF in an SME

Managed well, OTIF isn't used to hand out blame but to reveal where the promise breaks down: forecasting, stock availability, picking, transport. It's analyzed by breaking failures down by cause, then fixing the most frequent one. OTIF is a typical management indicator for the "execution" layer of the Two-Layer Model: it measures whether operations actually deliver on what the sales decision promised, closing the loop between the two levels.

When to adopt OTIF

As soon as an SME serves customers who expect reliability and completeness — distribution, industry, demanding B2B — OTIF becomes more meaningful than a simple delivery rate. It aligns the entire chain on the one thing that matters to the customer: receiving what they ordered, when they ordered it.

The common mistake

The most frequent misinterpretation is measuring "On Time" and "In Full" separately, then settling for that. Each can show a good score while real OTIF, which requires both at once, is noticeably lower. The other mistake is setting a vague definition of "on time": without a clear, shared reference date, the indicator becomes unverifiable and loses all management value.
